What happened
Houston toll violations are piling up, and Harris County is going after them. KHOU 11 looked inside the records of the Harris County Toll Road Authority (HCTRA), the agency that runs toll roads like the Sam Houston Tollway. The story ran Thursday, Oct. 1.
The numbers are big. One vehicle had 8,186 toll violations. Another had 4,305. A third had 2,416.
The highest unpaid balance was $39,114. The average passenger car that owes money owes about $2,000. In total, the agency is owed $815 million in unpaid tolls and fees.
The county is not just sending letters. Deputy constables pull over vehicles with unpaid tolls. The county also put 16,867 holds on vehicle registrations from 2024 to 2026.
A driver with many unpaid tolls who gets stopped can get two tickets. One is for not paying the tolls. The other is for driving a vehicle that is not allowed on the toll road. Each ticket can bring a fine of up to $500. Fees for the office, collections and court can add more.
Calvin Harvey, HCTRA's deputy director of public safety and operations, said people are often surprised when they get stopped. State law keeps the names of the worst violators private.
What it means for owner-operators
A registration hold is a big problem for a truck. If the registration cannot be renewed, the truck cannot legally work. A small toll bill you forgot about can turn into a truck parked in the yard.
Tolls are easy to miss in a truck. You run many routes. Your toll tag may be on the wrong unit, or the bill may go to an old address. A bought truck may come with a tag that is no longer good.
This story is about Houston. But toll roads in Dallas-Fort Worth, Austin, San Antonio and across the country also chase unpaid bills. The lesson works anywhere you drive.
What to do next
- Check your toll balance online with each toll agency you use. Do it before your registration is due.
- Make sure every truck has its own working toll tag, linked to the right plate.
- Update your mailing address with the toll agency and the state, so bills reach you.
- When you buy or sell a truck, move or close the toll account the same week.
- Keep toll receipts with your trip records. They help prove where the truck was.
- Pay or set up payment on old bills before they turn into fines.
